LONDON (Reuters) - British banks must combine extra lending to help restore growth with efforts to strengthen their balance sheets to defend against threats from the euro zone, a senior financial regulator said on Sunday.
"The challenge of helping banks' resilience and boosting the availability of credit is complicated. But we cannot duck the challenge," Andrew Bailey, head of prudential regulation at the Financial Services Authority wrote in the Sunday Times.
Britain is trying to creep out of its second recession since the financial crisis and business leaders have identified a lack of credit as one of the main obstacles to recovery.
Bailey's challenge to banks reinforces a call on Thursday from the Bank of England's Financial Policy Committee (FPC) for them to take advantage of any lull in the euro zone debt crisis to tap markets for capital.
He said it was wrong to blame a slowdown in lending on tougher regulation.
"Banks can increase their resilience and still support lending if they take the right steps to remove bad loans and non-core assets from their balance sheets," Bailey, who also sits on the FPC, wrote in the Sunday Times.
Banks could raise capital by issuing new shares to investors, he added. That would help to restore confidence in a banking system shaken by the credit crisis, mis-selling of financial products and the fixing of the Libor interbank lending rate, Bailey wrote.

LONDON (Reuters) - Talks between BP
A settlement deal may not happen until early next year, the newspaper quoted sources close to the company as saying.
A settlement between $18 billion to $21 billion is near the level which BP would be required to pay should it be found grossly negligent under the Clean Water Act, said the paper.
BP, which declined to comment on the story, has always denied any liability for the United States' worst offshore environmental disaster.
Reports in July suggested that the U.S. was looking for a settlement of $25 billion.
The newspaper said that BP's board is split over whether to pay $18 billion or continue to push for a settlement at $15 billion, the level it is widely reported to be hoping to settle at.

The U.S. Food and Drug Administration (FDA) this week announced that it has approved a new drug for the treatment of colorectal cancer. According to the U.S. Centers for Disease Control and Prevention (CDC), colorectal cancer is the third most common cancer for both men and women, and the third leading cause of cancer deaths in the U.S.
The drug will be marketed under the name Stivarga by Bayer HealthCare Pharmaceuticals. It is approved to treat patients that have already been treated for colorectal cancer, but seen the disease metastasize and spread to other parts of the body. The treatment is a multi-kinase inhibitor that blocks specific enzymes that promote cancer growth.
?Stivarga is the latest colorectal cancer treatment to demonstrate an ability to extend patients? lives and is the second drug approved for patients with colorectal cancer in the past two months,? said Dr. Richard Pazdur, director of the Office of Hematology and Oncology Products at the FDA?s Center for Drug Evaluation and Research.
Last month, a drug named Zaltrap was approved to treat adults with metastatic colorectal cancer.
Stivarga was approved one month ahead of when the FDA was expected to complete its review of the drug. The treatment was fast-tracked by the FDA under its priority review program, which expedites a six-month review for drugs that are ?major advances? in treatment.
A study of 760 patients with metastatic colorectal cancer showed the effect of Stivarga. Studies showed that patients who received Stivarga saw a delay in tumor growth with a median of two months compared to those receiving a 1.7-month-median placebo. Overall, the patients treated with the drug lived a median of 6.4 months compared to placebo patients, who lived a median of five months.

MANILA ? Philippine law enforcement officials said on Wednesday that they were investigating whether a senior priest in the Roman Catholic Church was involved in the smuggling of elephant ivory to feed country?s passion for religious icons.
The investigation was prompted by an article in the October issue of National Geographic magazine that quotes Msgr. Crist?bal Garcia, a senior church official on the central Philippine island of Cebu, as telling an American reporter how to smuggle illegal elephant ivory figurines into the United States. ?Wrap it in old, stinky underwear and pour ketchup on it,? he is quoted as saying, to deter inspection.
The Philippine National Bureau of Investigation and the country?s wildlife protection agency are investigating the claims made in the article, government officials said. [Read the rest.]

If Hathaway took the part, she would potentially be starring opposite Chris Hemsworth, who was reported to be in negotiations for the project earlier this summer.
The Hollywood Reporter was the first to break the news of Rothman?s possible involvement in Robopocalypse, as well as the news that Hathaway was circling the project.
While he was at Fox, Rothman was largely responsible for securing the film?s foreign distribution rights, so it?s not much of a surprise to learn of his involvement in producing the movie. Likewise, the news of Hathaway?s possible involvement is unsurprising, since the 29-year-old actress seems to be rumored for roles in virtually every major upcoming movie.
The Academy Award-nominated actress has been in high demand for years, but Hathway?s recent turn as Selina Kyle/Catwoman in Christopher Nolan?s blockbuster The Dark Knight Rises has pushed the actress into another realm entirely. Hathaway?s next role will be as the prostitute Fantine in the musical Les Miserables, which hits theaters this Christmas.
While Spielberg?s next film, Lincoln, is likely to deliver outstanding drama and will be a must-watch movie, it?s exciting to imagine the visionary director taking on another epic sci-fi project. As Spielberg himself explained at the beginning of the year, Robopocalypse presents an opportunity to go back to the kind of thoughtful, but action-packed filmmaking he showed with the excellent Minority Report.
?It?s a movie about a global war between man and machine. I had a great time creating the future on ?Minority Report,? and it?s a future that is coming true faster than any of us thought it would. ?Robopocalypse? takes place in 15 or 20 years, so it?ll be another future we can relate to. It?s about the consequences of creating technologies which make our lives easier, and what happens when that technology becomes smarter than we are. It?s not the newest theme, it?s been done throughout science fiction, but it?s a theme that becomes more relevant every year.?
Robopocalypse is expected to start production in early 2013 and will be released the following year on April 25th, 2014.

Windows phones haven?t had the greatest reputation the past couple of years but the Nokia Lumia 920 may be looking to change that. In the ?iPhone 5 vs Lumia 920? debate, the Lumia has a clear advantage when it comes to things like camera quality and even screen size and resolution. But there is something that is definitely holding back the Lumia 920 and Windows phones in general. The Windows platform has yet to create a formidable apps market comparable to that of Android or iOS. Maybe Windows 8 will help attract more developers, but Microsoft?s pricing plan for apps may become an issue for consumers as they would be more expensive than current iOS and Android apps.

It?s hard to generalize about Android phones and how they compare to the iPhone because there are so many of them and each has varying screen size, processing power, camera quality and other features. But there is something that the iPhone undoubtedly has over Android and it has to do with the operating systems. Most people turn to preference when looking at iOS or Android but there is something that I think even Android users are annoyed about. When iOS 6 came out, owners of iOS devices everywhere had the option to update. Android fans on the other hand aren?t as lucky. Android updates tend to roll out in a more fragmented sequence with some phones receiving updates sooner than others. Some phones are still running Android 2.3 because updates have not been made available. What Android gains in having an open source approach it loses in being able to easily manage and distribute.
Neither of these problems is permanent and each can definitely be improved upon. And when the Windows platform has strong apps and Android updates have a more streamlined updating process, phones like the Lumia 920 and Galaxy SIII will have a stronger edge in future ?iPhone 5 vs? debates.

The College of the Ozarks, a small Christian college in Point Lookout, Mo., has filed suit against the federal government over the mandate requiring employers to provide health insurance coverage for contraceptive and abortifacient drugs, WORLD News Serivce reports. The College of the Ozarks is the 14th school to challenge the mandate in court. "The so-called Affordable Care Act is government at its worst," said school president Jerry C. Davis in a statement. "This is not a partisan issue. It is a constitutional issue, and the College wants its rights respected and enforced, instead of being trampled upon. The Constitution still matters." Although the College of the Ozarks qualifies for a one-year exemption to the mandate, which went into effect Aug. 1, the delay only postpones the inevitable, Davis said. Like other small schools, College of the Ozarks has seen insurance costs skyrocket under the health care reforms. Rising premiums might force the school to make a substantive change to its insurance plan, which would end its eligibility for the exemption, he said. According to The Becket Fund for Religious Liberty, a legal group representing several schools, institutions and companies fighting the mandate, 29 challenges are pending in courts around the country.

EDMONTON, Alberta (AP) ? Lawyers for players on the Edmonton Oilers and Calgary Flames are trying to have the NHL lockout declared illegal under Alberta law.
The NHL has argued before the Alberta Labour Relations Board that a league spanning two countries cannot operate under different laws for each team.
About a half dozen players attended the hearing, including Oilers forward Sam Gagner, goaltender Devan Dubnyk and veteran Ryan Smyth.
The lockout began last weekend and some players are already signing with European teams for the season. There have been no formal talks between the two sides since Sept. 12. Training camps were to have opened Friday. The league has already canceled preseason games through Sept. 30.
NHLPA lawyer Bob Blair told the panel that the two teams are Alberta businesses, so provincial labor laws must be followed.
"No one gets to choose what labor laws apply to them in this province," Blair said. "The law is the law is the law."
He said players from the Oilers and Flames never agreed to forgo their rights under the Alberta Labour Code.
"It applies to every employer and employee," he said. "That is the starting point."
NHL lawyer Peter Gall pointed out that 23 of the 30 teams are in the United States and work under the same rules because labor laws there are federally regulated.
"So all of the players on all of the teams have been included in one bargaining unit," Gall said. "The NHLPA has never bargained with individual teams. It has only bargained with the NHL."
Bill Daly, the league's deputy commissioner, told the panel there has never been individual bargaining between players and their teams. He said it's important all teams operate under the same rules.
Blair countered by saying the way the league and union operated in the past is irrelevant.
It's unclear what might follow if the board were to rule in favor of the NHLPA's request, but Daly said he couldn't imagine the fallout if that were to happen.
"It would be extremely destabilizing to how we do business and how we conduct this sports league," he said. "I don't know how we would proceed in the face of separate units in Alberta."
Last week, players from the Montreal Canadiens launched a similar case in Quebec. The labor board there turned down their request for a temporary injunction against the lockout, but also ruled that more hearings are needed to make a final decision on the application. No date for those hearings has been set.
The two sides remain far apart on key economic issues.
The NHL believes too much money is being paid in salaries and has proposed a system to address it. Its most recent offer called for the players' share in revenue to be set at 49 percent next season ? down from 57 percent in the deal that expired last weekend ? and proposed that it drops to 47 percent by the end of the six-year deal.
The union tabled an offer in which the salary cap would be set to fixed increases of 2 percent, 4 percent and 6 percent over the next three years. The system would then revert to a percentage-based system for the final two years.
"Everybody wants to play," Tampa Bay Lightning coach Guy Boucher said Friday night at the Toronto-Tampa Bay baseball game "Everybody wants to get going. There's goodwill on both sides. I'm sure they'll find a way, and hopefully it's quick. I have faith the players and owners, that they'll find a way. ... I'd be a liar to say that I'm not afraid. I'm staying very positive."

Updated at 1:45 p.m. ET -- After losing some 30 ballots on same-sex marriage across the country over the past decade, advocates of lesbian and gay couples are encouraged by polls showing they have a good chance of finally logging their first victory in a statewide popular vote.
Polls show majorities back?same-sex marriage in Maryland, Washington and Maine, and they indicate a tight battle in Minnesota ? the four states holding votes on the issue in November.
?We?re feeling positive. The reality is, we haven?t won a ballot measure on marriage yet,? said Sarah Warbelow, state legislative director for the Human Rights Campaign, an advocacy group for gay, lesbian, bisexual and transgender rights. ?I think it?s very reasonable and realistic to expect that we?ll win one or more of these ballot measures; certainly the polling suggests that all four are ? a possibility.?
Polling ahead of such ballots has not always accurately captured voters? sentiment: In California in 2008, the same-sex marriage camp had a majority, though the ban on gay and lesbian marriage ultimately prevailed. In North Carolina, polls had predicted a closer race in the May ballot on the constitutional amendment (a 16-point difference, according to Public Policy Polling at the time), but the anti-gay marriage camp won by more than 20 points.
?They?re doing what they?ve also done, taking their victory lap before their first victory,? said Brian Brown, president of the National Organization for Marriage, which on Thursday gave $250,000 to each of the four state campaigns opposed to same-sex marriage.
?The poll numbers that they?re interpreting as good for them are actually not good for them,? he said Friday, though noting that Washington could be tough for his side.
So far, the polls show support in the low-to-mid 50s for same-sex marriage:
-- In Maine, 53 percent said they will vote to back the initiative to institute gay marriage, compared to 44 percent who are opposed, according to Public Policy Polling (PPP), a firm that works for Democratic candidates and progressive causes. The mid-September poll was not paid for or authorized by any campaign or political organization. The margin of error was plus or minus 3.5 percent.
-- In Maryland, 54 percent said they?ll back the state law that was passed by the legislature earlier this year, compared to 40 percent who are opposed, according to Hart Research Associates, which conducted the July 24-28 poll for Marylanders for Marriage Equality. The margin of error was plus or minus 4.5 percent.
-- In Minnesota, the vote was a virtual tie, according to Public Policy Polling?s Sept. 10-11 poll, which had 48 percent supporting the amendment to ban gay marriage, 47 percent opposed and 5 percent undecided. The poll was not paid for or authorized by any campaign or political organization. The margin of error for the overall survey was? plus or minus 3.4 percent.
-- In Washington, 56 percent of voters think the law legalizing same-sex marriage should be upheld, while 38 percent think it should be overturned, and 6 percent are not sure, according to a Sept. 7-9 SurveyUSA poll for KING-5 News in Seattle. The margin of error was plus or minor 4.3 percent.
Though the numbers appear to bode well for the same-sex marriage camp, they shouldn?t count on victory, Public Policy Polling said in its analysis of its Maine survey.

?Our experience in polling gay marriage is that if people say they?re undecided it usually means they?re opposed to it,? said Dean Debnam, the firm?s president. ?Despite the 8 point lead for passage this should be seen as a very close race.?
Gregory B. Lewis, a professor at Georgia State University who has researched public opinion on gay rights for nearly two decades, believes the same-sex marriage side could prevail in Maine and Washington, with Maryland and Minnesota too close to call.
?Since 2004, we?re seeing a strong upward trend, about 2 percentage points a year -- more people are saying that they favor same-sex marriage than said so the year before? nationwide, said Lewis, who is chair of the Department of Public Management and Policy at Georgia State University.
Part of the uptick has been due to young people who support same-sex marriage hitting vote age, but primarily it has been a matter of voters changing their minds, he said.
Warbelow, of the HRC, said that even if people told pollsters one thing and voted another way, victory was within reach for her side.
?The polling is much higher than it?s ever been,? she said. ?We were not seeing these kinds of numbers in prior years.?
?We?re hoping for all four, but even one will really change the conversation in the United States,? she added.
Six states have same-sex marriage, led by Massachusetts in 2004, and followed by Connecticut, New York, Iowa, New Hampshire, Vermont plus the District of Columbia. A total of 38 states have either a state law or constitutional amendment banning same-sex marriage.

And I?m glad parents are beginning to realise that they shouldn?t put so much pressure on their children. That?s why marriages are collapsing everywhere. By the time everybody has frustrated the girl in the house, she jumps into the first thing to come along, and two months later, she?s back at home. Marriage is over. And that is such a big shame.
You have said that you love kids. Is there a possibility that you might have kids out of wedlock?
Of course, there is nothing wrong with having kids out of wedlock. It was before that they will say ?bastard?, now it?s normal.
Some people would say having children out of wedlock is a diversion from moral values.
Is it? It says in the Bible that God removed a rib from man, Adam, and created his woman. What if your own rib creator has died? Some people die at infancy, some people die in car accident. Are they not somebody?s husband? So who will marry the wife? And some people become priests that don?t marry. If it is in the Bible that each woman is created for a man and some men have died, that means some women?s husbands have gone. So manage your life and be happy. And does that mean such women should not have children?
Let?s even leave that aside. What if you are unlucky and you keep having relationships over and over and you?ve not found the right man. Or it never works out. Would someone tell you that at 45, you shouldn?t have a child? If husband no come, pikin no go come? That will be unfair. That?s two blows to deal one person. Some women out there really want to settle down, but they can?t find a man. So are you going to tell me that for those women, they shouldn?t have children? It?s not possible. You will be wicked to say that.
So much has been said and written about you, some of them are not really nice. How do you handle such scandals?
I ignore a lot of things. You can never please everybody. I?ve known that since I was a child and I believe in it totally. So you please yourself first and foremost, because at the end of the day, when we all die, you will stand in front of your Maker and face judgment alone. I always please myself first. It?s not like I don?t care about other people, I do, but I don?t care what people say about me, and that?s the difference.

I?ve spent years evaluating paid search accounts and I always come across the same few common mistakes. I decided to dedicate this article to those top mistakes. Hopefully, you aren?t making these mistakes and if you are, you now know how to fix them.
1. Where is your product?
If your sending people to your homepage when your bidding on a specific terms. For example: Your bidding on the term ?Yoga Ball? and you send visitors to your home page, don?t expect them to search your site for it. It?s easier to hit the back button and click another ad. Increase your conversion rate by sending them to the exact page that contains all your ?Yoga Balls?. If you want to take it one step further ? If you bid on the term ?Blue Yoga Balls? send them only to a page with, you guessed it, ?Blue Yoga Balls.?
2. You cost too much!
If your competitors list their prices in their ad, so should you. If their prices are lower than yours, match theirs or go lower. People do comparison shop. Don?t fool yourself into thinking just because you have the top spot in search ads that you will automatically make more sales.
3. Tell them what to do.
You have a great product or service and you know it, but how do you turn an impression into a click? You give them a reason to. Calls to action are the key with paid ads. Phrases such as Order Now, Limited Offer and Shop Now ? all work well.? Benefits also sell. Use, Free Trial, Free Shipping, Guarantee, Save & Free all do great as well. Experiment and see which works best for you.
4. Stop repeating yourself.
Don?t repeat what?s in your headline in the body of your ad. Use that space to sell your features and/or benefits. Too many novices make this mistake and waste valuable ad real estate.
5. Capitalize and punctuate!
You want to know the difference between ads done by a professional versus a novice? The first word of every word is capitalized. It gives your ad a clean look. ?Exclamation points give a sense of urgency. Try using dashes and commas. I usually stay away from using periods and substitute them for dashes and exclamation points. Also, using ampersands help save on precious ad space.

"It's all very great, cinematic stuff, but whether that was a constant daily activity ? I think our analysis contradicts that," said study co-author Jeffrey Schwartz of the University of Pittsburgh.
The city-state of Carthage was founded in the ninth century B.C., when Queen Dido fled Phoenicia (along the eastern Mediterranean shore) for what is now Tunis, Tunisia. The empire became a powerhouse of the ancient world and fought several wars against the Romans.
When archaeologists began excavating the ancient civilization last century, they found urns with the cremated remains of thousands of babies, young goats and lambs at a graveyard called the Tophet, which had been used from 700 to 300 B.C. At its peak, the Tophet may have been bigger than a football field and had nine levels of burials.
Based on historical accounts, scientists believed Carthaginians sacrificed children at the Tophet before burying them there. For instance, the Bible describes child sacrifice to the deity Baal, worshipped by a civilization in Carthage. A Greek and a Roman historian both recount gory tales from this time period in which priests slit the throats of babies and tossed them into fiery pits, Schwartz said. However, those accounts came from Carthage's enemies. "Some of this might have been anti-Carthaginian propaganda," Schwartz told LiveScience.
In 2010 Schwartz and his colleagues used dental remains from 540 individuals to argue that the site was not primarily for ritual child slaughter, and they reiterate that stance in this month's issue of the journal Antiquity. In the new article, the researchers cite several older studies to validate their methods for estimating infant ages from tooth fragments.
The team argues that many tooth fragments found at the Tophet were actually developing tooth buds from the jaws of fetuses and stillborn babies who could not have been live sacrifices. As evidence, they showed that half of the teeth lacked a sign of birth called the neonatal line. The stress of birth temporarily halts tooth development in newborns, creating a tiny, dark line in their tooth buds; however, the line doesn't form until a week or two after birth.
Other researchers still believe the Tophet was a place for sacred killing.
"This is not a regular cemetery; the age distribution suggests they were sacrificing infants at the age of 1 month," said Patricia Smith, an anthropologist at Hebrew University in Jerusalem.
Smith's team published a 2011 paper questioning Schwartz's dental analysis. The incredible heat and pressure generated during cremation usually erase the neonatal line, she said, so its absence isn't a reliable measure of age. Schwartz's team miscalculated how much teeth shrink in cremation, leading to an underestimate of infant ages, Smith argued.
Smith also doubts Carthage would have routinely cremated stillbirths or infants. Because of sky-high infant mortality rates, babies were probably not considered people until they were at least 1 or 2 years old. The Carthaginians chopped down most of their trees to plant crops and wouldn't have used the precious wood to burn babies, she said.
"The Carthaginians were seafarers; they needed wood for ships, they needed wood for cloth, they needed wood for their tools," she said.
